The title to all property of the City of Los Angeles now owned or hereafter acquired including all such property in the name of any officer, board, commission or department of the City other than the Board of Education shall be vested and held in the name of the City of Los Angeles; and it shall be the duty of every such officer, board, commission or department or the successor thereof in office immediately upon the taking effect of the Charter to execute to the City of Los Angeles such conveyance as may be necessary to put the provisions of this section into effect.
