Before any sale of personal property involving an amount in excess of one thousand dollars ($1,000.00) is made, the sale shall be approved by the Purchasing Agent, and the head of the Department having control of such personal property, or in lieu of the latter, by the Director of the Office of Administrative and Research Services.
