The Purchasing Agent shall issue requests for bids, and sale shall be made to the highest bidder; provided, however, if the Purchasing Agent deems it to be to the best interest of the City, the Purchasing Agent shall make such sale by a public auction or private sale. Every such sale shall be for cash, provided, however, said Purchasing Agent may in the Purchasing Agent’s discretion extend credit to any person, firm, or corporation purchasing personal property from the City, for a period not to exceed sixty days.
