Sec. 6.324.1. Abandoned or Discontinued Districts – Refund of Unexpended Funds.
 
   If a project is abandoned or discontinued by the City, a refund will be made of any surplus money remaining in the project account after payment of all claims. Any property that is in arrears in its payments to the maintenance district shall not share in or receive any portion of the refund. Refunds shall be made to eligible property owners in the same proportion which each individual assessment bears to the total of all individual assessments less the amount of any deficient assessments. The discontinuance or abandonment of a maintenance district and any subsequent refund of surplus money requires concurrence by the Councilperson or Councilpersons of the Council district or districts in which the abandoned or discontinued maintenance district resides.
