The City Council may advance funds needed for the work of maintenance in any year out of the General Fund, and shall include in the amount levied for the ensuing year an amount sufficient to repay to the City the amount so advanced. Unexpended funds remaining after the work of maintenance for a year has been paid for shall be credited to the funds to be raised for the ensuing year.
