The City Clerk shall cause to be published once in a newspaper published and circulated in the City of Los Angeles notice of said proposed hearing. Said notice shall be published at least ten days prior to the hearing and shall refer to the report of the Board of Public Works filed with the City Clerk relative to the maintenance work proposed for the ensuing year, and shall give notice of time and place when protests against the proposed assessments will be heard and that any owner of real property in the district who has made written protest in the manner required elsewhere in this ordinance may appear at the hearing to state his objections to the proposed assessment on his property.
