The City Engineer shall mail notices after the adoption of the ordinance stating substantially the same facts stated in the published notices. The notices shall be addressed to the owners of real property within the Assessment District whose names and addresses appear upon the real property ownership records of his office. Such notices shall be mailed at least fifteen days prior to the date fixed for the hearing.
