Prior to adding such Ordinance of Intention, the City Council shall order the Board of Public Works to make and file with the City Clerk a report in writing presenting the following:
(a) Plans and specifications of the proposed maintenance work, and an estimate of the cost and expenses of said work for the first year during which the proposed work will be done.
(b) A diagram showing the boundaries of the proposed Assessment District and each lot or parcel of land within said District proposed to be assessed.
(c) The proposed assessment on each lot or parcel within said District to be assessed in proportion to the estimated benefit to be received.
