Proof of any publication provided for herein shall be made by affidavit of the owner, publisher, printer, foreman or clerk of the newspaper and such affidavit shall be filed with the City Clerk. No publication or notice other than that provided for in this article shall be necessary to give validity to any proceeding provided for herein.
