Sec. 5.466. Creation and Administration of the Fund.
 
   (a)   There is hereby created and established within the Treasury of the City of Los Angeles a special fund to be known as the “Local Public Safety Fund,” hereinafter referred to in this Chapter as the “Fund.” The Fund shall be administered by the City Controller.
 
   (b)   Moneys received by the City Controller from the County Auditor-Controller pursuant to Chapter 6.5 of Division 3 of Title 3 of the Government Code of the State of California shall be placed in the Fund. Moneys in said Fund shall be used only for public safety services which include, but are not limited to, police and fire protection.
 
   (c)   Appropriations from the Fund shall be authorized by the City Council, by motion or resolution, subject to the approval of the Mayor or passage by the Council over the Mayor’s veto by a two-thirds’ vote. Such authorization may include, within existing budgetary constraints, a specific designation of public safety services for which said funds are to be used.
 
   (d)   All interest and other earnings attributable to moneys in the Fund shall be credited to the Fund.
