Sec. 5.327. Creation and Administration of Fund.
 
   (a)   There is hereby created and established within the Treasury of the City of Los Angeles a special trust fund to be known as “The Westside Welcomes The World Trust Fund”, hereinafter referred to as the “Fund”.
 
   (b)   The Fund shall be used to provide funding for a Hospitality Center and Program to be known as “The Westside Welcomes The World”, hereinafter referred to as the “Hospitality Center”. The Hospitality Center is to be co-sponsored by the City of Los Angeles and operated on a non-commercial and nonprofit basis on property made available by the federal government at Wilshire Boulevard and Veteran Avenue.
 
   (c)   Any gift, contribution or bequest accepted by the City Council or the General Manager of the Department of Recreation and Parks for the purpose of providing funding for the Hospitality Center shall be deposited into the Fund.
 
   (d)   All gifts, contributions or bequests to the Fund of Five Hundred Dollars ($500) or more shall be submitted to the City Council for acceptance or rejection. All gifts, contributions or bequests of less than Five Hundred Dollars ($500) may be accepted or rejected by the General Manager of the Department of Recreation and Parks.
 
   (e)   The Controller shall establish a separate account for each accepted gift, contribution or bequest which includes any special conditions, requirements or qualifications for use. All accepted gifts, contributions or bequests which do not include any special conditions, requirements or qualifications for use shall be placed in a general account established by the Controller for this purpose.
 
   (f)   The Fund shall be administered and expenditures shall be authorized by the Board of Recreation and Parks Commissioners for the aforesaid purposes only and in accordance with established City practices.
 
   (g)   This section shall be deemed to have been repealed on October 1, 1984. Any and all monies in the Fund on September 30, 1984, shall be transferred to and deposited in the appropriate account in the budget for the Department of Recreation and Parks for their use for recreation and park purposes; provided that any gift, contribution or bequest which includes any special conditions, requirements or qualifications which preclude such transfer and deposit shall be returned to the donor at that time.
