Each employee who is authorized to use his privately-owned car in city service shall be required to maintain the speedometer of his car in working order at all times. Failure to report speedometer readings as required by the regular mileage report form shall be cause for the disallowance of any reimbursement for mileage traveled during the particular period involved.
