(a) "Street Opening/Curb Cut Permits" shall be governed by regulations issued by the Street Commissioner entitled "Standard Drawings and Design", a copy of which may be obtained from the Street Commissioner. Any deviations from the "Standard Drawings and Design" must be pre-approved by the Street Commissioner or Village Engineer.
(b) The Street Opening/Curb Cut Permit shall be required anytime a street or roadway must be "open cut" for any type of utility or drain installation and when a curb is to be cut for a driveway entrance. Both types of construction must be approved by the Street Commissioner prior to commencement of construction. Street Opening/Curb Cut Permits will be issued upon submission of an application, payment of the required fees and bond and approval by the Street Commissioner.
(c) An application for "Street Opening/Curb Cut" Permit shall be accompanied by plans and other descriptive matter sufficient to clearly portray the intentions of the applicant, and such plans and other descriptive matter shall become a part of the record.
(d) To ensure the integrity of all roads and road right of ways, the Street Commissioner will determine if it is necessary to open cut a street or roadway within the Village. Anyone performing this type of construction will be required to obtain a permit along with a bond posted to guarantee completion of the work. If the work has not been completed to satisfaction of the Street Commissioner (not to specifications), or not finished within the proscribed time of the Permit, the Street Commissioner will have the work completed by another party and will pay the other party for work performed by the Bond.
(e) Bond may be in the form of a performance surety bond or a cash bond. A cash bond that is deposited with the Village Clerk, will be returned to the applicant once the Street Commissioner or Village Engineer has determined the "Street Opening/Curb Cut" has been finished according to Section 1177.02 (a), "Standard Drawings and Design”.
