1106.00 SANITARY SEWERS AND WATER DISTRIBUTION; GENERAL REQUIREMENTS.
   (a)   The Sanitary Engineer of Trumbull County and the Village Engineer/Board of Public Affairs are responsible for overseeing the design, review, construction, inspection and enforcement of all public sanitary sewer line installations with respect to each of the two sewer systems within the Village of Lordstown. The Trumbull County Sanitary Engineer is responsible for the sewer lines and system that is owned and operated by Trumbull County. The Village Engineer/Board of Public Affairs is responsible for the sewer lines and system that is owned and operated by the Village of Lordstown.
   (b)   The Village Board of Public Affairs and Village Engineer, where applicable, are responsible for overseeing the design, review, construction, inspection and enforcement of all water lines as outlined in the following regulations. A professional engineer must design all plans for public water supply and wastewater facilities in accordance with the specifications of the Trumbull County Sanitary Engineers and\or the Village Board of Public Affairs where applicable. These plans shall be approved where applicable by the Trumbull County Sanitary Engineer and/or the Board of Public Affairs and the Ohio Environmental Protection Agency. No construction of improvements shall commence until a "Permit to Install" has been received from the Ohio EPA. Ohio EPA issues Permit to Install for all regardless of ownership.
   (c)   Before any subdivision plat is signed off for final approval, the developer shall have met all the terms of the private extension agreement with the Village of Lordstown Council, have all sanitary sewer and waterlines constructed and tested, have all punch list items addressed and inspection costs paid and have filed a two (2) year maintenance bond with the Sanitary Engineer (if applicable), the Board of Public Affairs and the Road Commissioner for each utility constructed. A separate agreement and maintenance bond are required for each sanitary sewer or waterline extension. All sanitary sewer and waterline easements pertaining to said subdivision must be filed with the Trumbull County Recorder before the plat is signed. All sanitary sewer and waterlines must be constructed in the road right-of-way or in an easement and they cannot be constructed in the road pavement except when crossing said road is necessary. Any easements that are provided shall extend the full length of the property and be at least ten (10) feet in width. No trees shall be planted, no light poles shall be erected and no other utilities shall be constructed over top of the sanitary sewer or water line. Sidewalks and curbs cannot be built over top of the sanitary sewer or waterline unless it is necessary to cross said utility.
