(a) Prior to the temporary certificate of occupancy being issued pursuant to Section 1513.02, a fee shall be deposited with the Lorain Engineering Department as follows:

(2) One acre to two acres | 1,500.00 |
(3) Two acres to three acres | 2,000.00 |
(4) Three acres to four acres | 2,500.00 |
(5) Four acres to five acres | 3,000.00 |
(6) Five acres or more | 3,500.00 |
(b) The deposit shall be refunded in full if the certified grading plan is submitted and approved by the Lorain Engineering Department within four months after issuance of the temporary certificate of occupancy. If a certified grading plan is not submitted within said four month period, the Lorain Engineering Department shall cause the property to be properly graded and the deposit shall be forfeited to the City of Lorain, Ohio.
