A temporary certificate of occupancy shall be issued, prior to the approval of a certified grading plan by the City of Lorain Engineering Department, upon written request reciting reasons satisfactory to the City of Lorain Engineering Department and a showing that undue hardship will occur. If the City of Lorain Engineering Department finds the reasons to be satisfactory and undue hardship exists, a temporary certificate of occupancy shall be issued for a period not to exceed six months.
