No person without proper authorization from the City Water Pollution Control Board or the Superintendent of Water Pollution Control shall lift, remove or tamper with a manhole cover or lid, or make any opening into a manhole for the purpose of draining rain, ground or wastewaters into the sewer manhole. Any person violating this provision shall be guilty of a misdemeanor and fined as provided for in Sub-Chapter 913.600. (Ord. 19-91. Passed 3-18-91.)
