Upon annexation as aforesaid no person, firm or corporation who shall claim any compensation or damage for the installation of water pipes installed in any highway or thoroughfare in said territory, shall be entitled to receive water through said water lines or any other service from the Division of Water of the City if the Director of Public Service shall so determine.
