All users of fire hydrants in compliance with Section 911.751 shall have a meter supplied by the Division of Water. Charges shall be those registered on the meter. A deposit of five hundred dollars ($500.00) shall be made at the time that the meter is used. The user shall be responsible for any damage to the meter. There shall be a penalty of three hundred dollars ($300.00) for any damage to the meter which would cause it to malfunction due to the neglect of the user. The Division of Water shall be the final word as to whom is at fault.
