(a) The Landlord and/or Property Manager of a property served by the City of Lorain Utilities Department may apply with the City of Lorain Utilities Department to be added to what will be referred to as a "Principal Landlord List".
(b) Upon approval of an application of a property on behalf of the Landlord and/or Property Manager, said service address shall always guarantee payment on any outstanding utility bill balances on their utility accounts for water and/or wastewater services.
(c) The water service shall remain on for any property as requested by the Landlord and/ or Property Manager during the time of a final reading.
(d) Section 8 Tenants shall be permitted to sign up for services regardless of balance remaining on property they are signing up for.
(e) The Landlord and/or Property Manager shall remain on the "'Principal Landlord List" unless they default on the terms of keeping all accounts with the City of Lorain Utilities Department in good standing. Accounts in good standing are no more than three (3) months in arrears.
(f) Once the Landlord and/or Property Manager has defaulted on the terms of the agreement, they will have a one (1) year period before they may reapply. All accounts must be brought to good standing within that one (1) year period before re-applying.
