Whenever an owner becomes delinquent in the payment of water/sewer bills for more than sixty (60) days, or of any other obligation to the Department of Utilities, including but not limited to unpaid tap-in fees, storm water fees and late fees, the supply of water may be shut off from any premises of such delinquent owner or consumer, upon seventy-two (72) hours prior notice by letter or posted written notice to and at each premises which is subject to discontinued service.
