(a) The Utilities Department shall not be held liable and disclaims any responsibility for damage by water emanating from leaks or broken or open mains and pipes, meters or fixtures to any real or personal property.
(b) All water that is registered by the water meter must be billed and collected by the Utilities Department and no adjustments or credits shall be allowed for water lost or wasted.
