§ 32.01 FEES ESTABLISHED.
   (A)   This section shall establish the fees identified herein for the calendar year 2022, and the level of such fees shall continue thereafter until changed by City Council ordinance. Any fee currently charged by the city which is not changed by this section shall continue at the level charged prior to the adoption of this section until changed by City Council action. Omission from this section shall not be deemed to be a waiver by the city of its right to charge a particular fee.
   (B)   The city shall charge fees listed below as hereinafter set forth:

For the months of January, February and March, customers will be billed based on the actual water usage. For the remainder of the year, the sewer rate is based on the average of the January, February and March water usage. The sewer rate for new utility customers who begin service other than the first full three months of the year shall have a base rate of 24,000 gallons unless the usage is less than 24,000 gallons, then the customer will be charged for the exact usage. This rate will be charged to the customer each billing cycle until being billed for water usage in January of the following year.
All customers of the municipal water system shall be billed the base fee for water and sewer unless the city has disconnected their water supply by shutting off the water at the curb stop.
Sewer rate adjustments
The City Council will consider an adjustment to a customer's average sewer rate billed when circumstances warrant it. Circumstances that will be considered by the City Council include but are not limited to: a defective water meter, plumbing fixtures that leaked and have been fixed or plumbing fixtures that were not programmed correctly and have been reprogrammed. Any adjustment made, will only be made for up to three months after the need for an adjustment started.
