§ 91.04 PUBLIC NUISANCES AFFECTING HEALTH.
   The following are hereby declared to be a nuisance affecting health:
   (A)   Exposed accumulation of decayed or unwholesome food or vegetable matter;
   (B)   All diseased animals not under the immediate control, custody and care of their owner;
   (C)   All ponds or pools of stagnant water;
   (D)   Carcasses of animals not buried, destroyed or processed for consumption, accordance with applicable laws and regulations, within 24 hours of death;
   (E)   Accumulation of manure, refuse or other debris;
   (F)   Outdoor accumulation or storage of garbage, trash, refuse, recyclables except:
      (1)   Putrescible garbage may be stored in containers, which are air and water tight and so maintained as to prevent the attraction of insects, rodents, or other vermin or the release of noxious odors;
      (2)   Recyclables in open containers if cleaned so as to prevent the attraction of insects, rodents, o other vermin;
      (3)   Non-putrescible refuse and trash if stored so as to prevent access by vermin, dispersal by wind or leaching from rain;
      (4)   All garbage, trash, refuse, and recyclables must be removed at least weekly.
   (G)   Storage of unwashed or unsanitary recyclable materials, not properly contained in water-tight plastic or metal containers;
   (H)   Storage of yard waste not contained in water-tight plastic or metal containers;
   (I)   Accumulation of garbage, trash, yard waste or refuse not stored inside the dwelling unit, garage or at a point behind the front of the dwelling unit or garage, except between the hours of 6:00 p.m. the night before collection and 10:00 p.m. on the designated collection day, during which time all garbage, trash, yard waste or refuse, properly contained may be deposited at the curb;
   (J)   Pollution of any public well, cistern, stream, lake, canal or other body of water by sewage, refuse, domestic or industrial waste or other substances to pose a hazard to health;
   (K)   All noxious weeds and other rank growth of vegetation upon public or private property. A notice of noncompliance or violation under this provision shall stay in effect for the entire growing season, meaning that if at any time after the issuance of the notice or violation and the nuisance reoccurs, the city shall abate the nuisance without further notice to the property owner;
   (L)   Harboring of rats, mice, snakes, vermin or rank vegetation among items accumulated on private or public rights-of-way;
   (M)   Maintaining structures or buildings or materials on private or public property that pose a fire hazard;
   (N)   Dense smoke, noxious fumes, gas and soot or cinders in unreasonable quantities;
   (O)   All public exposure of people having a contagious disease; and
   (P)   Any offensive trade or business as defined by statute not operating under local license.
