11-1-4: PERMIT REQUIREMENTS 1 :
   A.   Permit and Statement Required: No wall, structure, building, sign or part thereof shall hereafter be built, enlarged, altered or remodeled within the corporate limits of the city until a plan of the proposed work, together with a statement of the building owner or contractor, shall have been submitted to the city’s code enforcement officer who shall issue a permit for the proposed construction or remodeling after review and approval of the submitted documents. The required statement of the building owner or contractor shall consist of the proposed cost of the building or remodeling, the type of structure, the precise area where the building is to be located, and the precise layout, including dimensions. For commercial buildings this statement shall include a complete set of plumbing plans, electrical plans, and mechanical plans, including but not limited to schedules for installation of the plumbing, electricity, and machinery. The statement submitted to the city clerk of Lone Grove shall reflect the total monetary value of the proposed structure and/or remodeling expense for which the city permit shall be issued. The total value of the proposed structure for which the permit is to be issued shall include all labor, material, equipment, overhead and contractor’s profit, together with the cost of plumbing, heating, wiring, and painting included in such structure.
   B.   Fees: The code enforcement officer shall collect the sums established in section 11-1-8 of this chapter prior to issuance of a permit to an applicant for same.
   C.   Compliance With Zoning Regulations: The code enforcement officer shall not grant and issue a building permit unless the proposed building or alteration is in harmony with the zoning ordinance of the city.
   D.   Display Of Permit: The person and/or entity securing a permit from the code enforcement officer shall post same conspicuously on the building where the construction and/or remodeling is to be done.
   E.   Penalty: Should any person actually begin construction, alteration, repair, removal and/or remodeling of any building without first taking out a permit therefor, such person and/or entity shall be guilty of an offense and, upon conviction thereof, shall be punished as provided in section 11-1-11 of this chapter.
