A. It is unlawful for any person owning, or having control over, or having custody of any dog to permit or allow such dog to run or be at large upon any public highway, street, park, sidewalk or other public grounds or public property within the corporate limits of the city.
B. It is unlawful for any person owning, or having control over, or having custody of any dog to permit or allow such dog to run or be at large upon any unfenced lot, tract or parcel of land within the corporate limits of the city without the expressed permission of the landowner.
