The Board of Public Utilities shall charge each and every household and commercial and industrial establishment located in the City, who or which is determined by the Board to be a producer of garbage or rubbish, or both, the following collection rates:
(a) SFRDU Rates. The SFRDU rate shall be $7.80 per month per SFRDU for one collection of solid waste and recyclables per week, transport of the materials, and the management of the recyclables. In addition, each SFRDU will be required to separately purchase PAYT bags adequate to containerize the material requiring disposal:
$1.00 for each 30-gallon, London Pay-As-You-Throw (PAYT) bag;
$0.70 for each 12-gallon, London PAYT “mini” bag.
(b) MRFDU Commercial Rates. The commercial rate shall be twelve dollars and seventy-five cents ($12.75) per month, for not to exceed three thirty-gallon cans of garbage or rubbish. An additional charge of five dollars and seventy cents ($5.70) per cubic yard shall be made for all garbage and rubbish collected in cans in excess of such amount. The commercial rate for dumpsters shall be five dollars and seventy cents ($5.70) per cubic yard of dumpster, per collection, to be calculated solely on the volume of the dumpster and not the volume of actual garbage or rubbish.
(c) Industrial Rates. An industrial rate shall be determined by the Board after the industry applies for service and states the type of waste, its volume and number, and the frequency of collections requested. The Board reserves the right to refuse the industrial refuse if its consistency or quantity cannot reasonably be handled by the existing facilities.
(d) Special and Bulky Item Pick-up Rates. Twelve dollars ($12.00) per cubic yard per pick-up will be charged for special pick-ups of household furniture and major appliances. Ten dollars ($10.00) per cubic yard for bulky items.
(e) Special Dumping Rates. The special dumping rate for disposal only of rubbish is eight dollars ($8.00) per cubic yard, and for building material is sixteen dollars and fifty cents ($16.50) per cubic yard, where the hauling of such rubbish or building material to the transfer site is provided by the producer or his or her agent. A minimum of twelve dollars and fifty cents ($12.50) will be charged for white goods.
(f) Rates Outside Corporate Limits. Rates for the collection of garbage and rubbish from premises situated outside of the City shall be double the rates provided in subsections (a) through (e) hereof.
(g) Governmental Rates. Rates for the collection of garbage and rubbish from premises owned and/or operated by a duly recognized agency of the Federal, State or County government shall be determined by the Board by negotiation with the individual agency.
(h) Penalty Collection Rates. Any solid waste which is placed for pick-up in any container other than a Board-specified PAYT container shall be collected and billed to the customer as an additional charge at double the rate for the same quantity of properly containerized solid waste.
