Any property owner submitting a petition to vacate or rename an alley or street as provided for in Ohio R.C. Chapter 723 shall pay a nonrefundable filing fee of seventy-five dollars ($75.00) at the time the property owner submits the petition. The filing fee shall be applied to the expenses associated with the petition, including but not limited to the costs of notice required by Ohio R.C. Chapter 723, the costs of the written notice required herein, if any, and any fees assessed by the Madison County Auditor and the Madison County Recorder. The petitioner shall pay any and all actual expenses over and above the seventy-five dollars ($75.00) once the amounts of those expenses become known to the City.
