(a) No person who takes up residence in the City who has been convicted on two or more separate occasions, in any court of any state, of a crime which is a felony under the laws of the United States Government or which, if committed in this State, would have been a felony under the laws of this State, and who has been incarcerated for such a crime at any time during the preceding five years, shall knowingly fail to report as required in Section 656.02.
(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
