Street improvements and the installation of water lines, sanitary sewers and storm drainage facilities within the corporate limits of the City shall be made in full compliance with specifications and requirements of the Safety-Service Director and the Board of Public Utilities. Street improvements and the installation of storm drainage facilities in unincorporated areas shall be made subject to the approval of the County Engineer. Installation of water lines and individual or collective sewage disposal facilities shall be made in accordance with the standards and requirements of the County Sanitary Engineer, the County Board of Health and the Board of Public Utilities.
