1222.08 VARIANCES AND EXCEPTIONS.
   (a)   Whenever the tract to be subdivided is of such unusual size or shape, or is surrounded by such development or unusual conditions that the strict application of the requirements of these Regulations would result in real difficulties, substantial hardship or injustice, such requirements may be varied or modified so that the subdivider may subdivide his or her property in a reasonable manner; but at the same time, the public welfare and interest of the Municipality and the surrounding area are to be thoroughly protected and the general intent and spirit of these Regulations are to be enforced.
   (b)   The requirements of these Regulations may also be modified and varied whenever a plat is for a complete community or neighborhood, but any such variance must insure that adequate public spaces, circulation, recreation, light and air will be provided and that the needs of the entire community, when fully developed and occupied, will be fully met.
