The City shall have the right to enter into a special agreement with an industrial user to accept and treat industrial wastes of unusual strength and character that the plant is capable of treating. The agreement shall be subject to all other provisions of these Codified Ordinances. Proceeds from the collection of such surcharge as provided for in Section 1048.12 shall be deposited in the Oak Run Relief Sewer, Glade Run
Sewer, Northeast Interceptor Sewer and Sewage Plant Improvement Fund, and, when appropriated, shall be used to pay for the cost of construction of the Oak Run Relief Sewer, Glade Run Sewer, the Northeast Interceptor Sewer and the Sewage Treatment Plant Improvements, and for no other purpose.
