For any lot, parcel of land, building or premises having any connection with the sanitary sewerage system or otherwise discharging sanitary sewage, industrial wastes, water or other liquids either directly or indirectly into the sanitary sewage system, there may be charged, in addition to any and all other sewer rental, a capital improvement surcharge equal to 12.5% of the total sewer service charge.
