13.04.030: MANNER OF ASSIGNMENT:
All assignment of franchises and special grants must be in writing and a copy thereof filed in the office of the city recorder, and the municipal council must expressly consent thereto, before any such assignment or transfer will be recognized by the city. (Prior code § 7-17-3)
