12.04.180: CELLAR DOORS; MAINTENANCE REQUIRED:
It is unlawful for the owners or occupant of any building having a cellar or other opening upon any street or sidewalk to fail to keep the door or other covering thereof in good repair and safe for the passage of the customary traffic on the street or sidewalk; and if the owner or occupant of any such building shall neglect or refuse to repair any such door or covering for twenty four (24) hours after notice from the manager of the division of streets so to do, the manager shall forthwith cause such repairs to be made, or the same to be removed at the expense of the owner or occupant.
