10.56.110: DRIVER TO MAINTAIN PRUDENT SPEED WITH REGARD TO POSSIBLE HAZARDS:
No person shall drive a vehicle at a speed which is greater than is reasonable and prudent with regard to the actual and potential hazards existing and shall drive at a safe and appropriate speed when approaching intersections or railroad grade crossings and when approaching and going around a curve, approaching a hillcrest, traveling upon narrow or winding roads where special hazards exist with respect to pedestrians or other traffic by reason of weather or other highway conditions.
