Every person within the limits of the city who wilfully and physically resists, delays or obstructs a peace officer's arrest, transfer to incarceration or a place for questioning, or other appropriate place, or the conduct of other appropriate police action incident to arrest or any person where probable cause for the arrest exists, shall be guilty of a class B misdemeanor.
