Every fire insurance company, agent or representative doing business in the city shall, before paying any loss or damage caused by fire to property within the corporate limits of the city, first make written report to the fire chief stating specifically the amount of damage which such insurance company, agent or representative has assessed as the loss or damage to the building or structure on account of the fire, and shall also state the estimated amounts necessary to repair such building or structure, and shall also give the cause of the fire if known.
