A. The library department shall operate, maintain and care for the city library and perform any other functions required by law.
B. The city library board of directors shall supervise the operation, maintenance and care of the library including the adoption of rules and regulations not inconsistent with law for the governing of the library, shall appoint the city librarian and perform such other functions and duties required by law.
