A. The general functions of the department of public works are to supervise and direct the managers and the division of property and building management, motor pool division, the water and sewer division, the streets division and the building inspection division. It performs all other functions as required by law.
B. The director of the department of public works supervises the managers of the divisions set forth in subsection A of this section. The director administers the design and construction of all public projects by programming the cooperative efforts of the needed departments and divisions of the city.
