A parks and recreation advisory board, consisting of seven (7) members is created. The members of the board shall be appointed by the mayor with the advice and consent of the council. The composition of the board and its duties shall consist of the following:
A. One position to be recommended by the city board of education.
B. Board members shall be appointed for staggered three (3) year terms.
C. The board shall organize themselves with a chairman and vice chairman. The board shall be provided with a secretary by the administration. The board shall meet quarterly, or more often at the call of the chairman or a majority of the board members or the mayor.
D. The board shall have the duty of assessing the broad recreational needs of the community and to advise administration in carrying out the functions, duties and responsibilities of the administration as set forth in section 2.02.120 of this chapter. The board shall advise the administration in the allocation of funds under the budgetary process, and in general advise the administration and the municipal council in setting up priorities in the parks and recreation department.
