2.02.020: BRANCHES OF CITY GOVERNMENT; DESIGNATED:
   A.   The Judicial Branch: The judicial branch shall consist of the city judge, the city judge's clerks and staff.
   B.   The Legislative Branch: The legislative branch shall consist of the municipal council with staff assistance to be furnished by the executive branch through the chief executive officer.
   C.   The Executive Branch: The executive branch of government headed by the mayor as the chief executive officer is divided into two (2) administrative levels, the upper level being designated "department" and the lower level being designated "division" within a department. The heads of departments shall be known as "department heads" and the division managers shall be equivalent to "superintendents" as that word is used in Utah Code Annotated section 10-3-1105.
