§ 157.291 OTHER REQUIREMENTS FOR SATELLITE DISH ANTENNAS.
   The following requirements shall apply to satellite dish antennas:
   (A)   The maximum diameter of any ground mounted dish antenna shall not exceed twelve feet.
   (B)   The maximum height of any ground mounted satellite dish antenna shall not exceed fifteen feet above the finished grade.
   (C)   Only metal support, galvanized construction shall be utilized.
   (D)   Ground mounted satellite dish antennas shall be embedded in a concrete base or caissons that extend below the normal frost level.
   (E)   The structure, including foundation, shall be designed to withstand wind force of up to 85 miles per hour in conformance with generally accepted engineering practices.
   (F)   Any driving motor shall be limited to 110 volt maximum power design, shall be encased in protective guards and shall at all times be in compliance with requirements as provided in The National Electric Code.
   (G)   All ground electrical wiring shall be encased in approved PVC conduit or rigid conduit with eighteen inch cover, and overhead must also meet the approval of the Zoning Inspector and comply with the requirements as provided in The National Electric Code.
   (H)   The satellite dish antenna shall be bonded to an eight foot grounding rod and in accordance with the requirements as provided in The National Electric Code.
   (I)   If guy wires are attached to any satellite dish antenna, they shall be confined within a fenced area to be protected by a suitable shield.
   (J)   In any residential, business, manufacturing, or special district, roof mounted satellite dish antennas shall not exceed twelve feet in diameter, and the height of the antenna and structure shall not exceed the maximum height of the district. It shall be securely mounted to the roof of a permitted principal or accessory building that meets all setback requirements and shall not be mounted upon appurtenances such as chimneys, towers, trees, poles, or spires.
   (K)   Appropriate screening, as determined by the Zoning Inspector, shall be provided. In the event the applicant proves, by clear and convincing technical evidence, that screening will interfere with the need for the satellite dish antenna to have a direct line of sight or unobstructed view to the satellite. This requirement may be waived or modified to assure the antenna can properly function.
