Written notice of the hearing on the planned unit development shall be mailed by the Clerk of Council, by first class mail, at least 20 days before the date of the public hearing to all owners of property within 500 feet of the proposed planned unit development and to such others as Council determines should receive such notice. Notices to individual property owners should contain the same information as required of notices published in the newspaper.
