Before holding the public hearing, notice of such hearing shall be given in one or more newspapers of general circulation at least 15 days before the date of said hearing. The notice shall set forth the time and place of the public hearing, a general description of the planned unit development, and a statement that after the public hearing and submission of a final development plan that the matter will be referred to City Council for further determination.
