The following signs and types of signs shall be prohibited in the City of Logan, unless otherwise exemplified in this subchapter of the Zoning Code:
(A) Any sign constituting a traffic hazard or contributing to traffic problems through confusion with traffic control devices, interference with the field of vision of motorists using streets or driveways in the area, or by creating a visual distraction for such motorists.
(B) Signs located within any public right-of-way.
(C) Animated, flashing, moving, rotating, scrolling, and intermittently illuminated signs.
(D) Roof-mounted signs or signs projecting above the roofline of a structure.
(E) Bench signs. It is permitted to have a donation plaque up to 0.5 square feet in area.
(F) Back-lit awnings.
(G) Air actuated signs, inflatable devise signs, and searchlights.
(H) Feather banners, feather flags, tethered balloons, pennants and streamers signs may only be approved as a conditional use in the Central Downtown Business District.
(I) Vehicles signs.
(J) Electronic message displays (EMDs), light-emitting diode (LED), liquid crystal display (LCD) and reader board signs, except as provided for in this subchapter under "monument signs", "menu board signs", "pylon signs" and "fuel price signs". EMD signs may only be approved as a conditional use for institutional uses where the building, structure or land is used for public purpose.
(K) Changeable copy signs (electronic or manual). Changeable copy signs may only be approved as a conditional use for institutional uses where the building, structure of land is used for public purpose and is located in the Central Downtown Business District.
(L) Off-premises signs. Billboards are considered off- premises and are not permitted.
(M) Abandoned signs or signs in a state of disrepair as defined in ABANDONED SIGNS and MAINTENANCE of this subchapter, respectively.
(N) A sign attached to or painted on a light standard, gasoline pump, fence, wall, post, existing sign, or other structure, except as specifically authorized in this subchapter.
(O) Any sign not stated as a permitted type of sign in this subchapter.
