§ 157.206 FREESTANDING SIGNS.
   Permanent freestanding signs shall be permitted subject to the following requirements along with other applicable requirements of this Zoning Code. Permanent freestanding signs exceeding eight feet in height and 32 square feet in surface area in a Downtown Redevelopment District.
   (A)   Monument signs. A property requesting a permitted or conditional non-residential use shall be permitted no more than one monument sign subject to the following requirements:
      (1)   The display area per sign face of a monument sign shall not exceed 32 square feet when the sign is located ten feet from the public right-of-way. For each additional one foot setback from the public right-of-way, an additional two square feet per sign face shall be permitted, up to a maximum of 64 square feet per sign face.
      (2)   A monument sign shall have no more than two faces.
      (3)   The height of a monument sign shall not exceed six feet in sign height when the sign is located ten feet from the primary frontage street right-of-way line. For each additional three feet setback from the street right-of-way line, an additional one foot in height will be permitted for a monument sign up to a maximum of 12 feet in sign height.
      (4)   A monument sign shall be located no less than ten feet from any property line or public right-of-way and shall be located no less than 50 feet from a residentially zoned property.
      (5)   A monument sign shall have a base consistent with the lots primary building material.
      (6)   The monument sign must not obstruct the reasonable visibility of street or highway traffic.
      (7)   A monument sign shall have a minimum of 50 square feet of year-round landscaping around all sides of the base of the sign.
      (8)   A monument sign may include an electronic message display that can only change once every 24 hours. The maximum luminance produced by the sign shall not exceed three-tenths foot candles greater than the ambient light level and shall change according to the ambient light level at all times of the night or day.
   (B)   Pylon signs. A property requesting a permitted or conditional non-residential use shall be permitted no more than one pylon sign subject to the following requirements:
      (1)   The display area per sign face of a pylon sign shall not exceed 32 square feet when the sign is located ten feet from the public right-of-way. For each additional one foot setback from the public right-of-way, an additional two square feet per sign face shall be permitted, up to a maximum of 142 square feet per sign face.
      (2)   A pylon sign shall have no more than two faces and may not be rotating.
      (3)   The height of a pylon sign shall not be more than 40 feet high without a conditional permit and stamped engineered structural plans must be approved by the appropriate building authority.
      (4)   A pylon sign shall be located no less than ten feet from any property line or public right-of-way and shall be located no less than 50 feet from a residentially zoned property.
      (5)   The pylon sign must not obstruct the reasonable visibility of street or highway traffic.
      (6)   A pylon sign may include an electronic message display that can only change once every 24 hours. The maximum luminance produced by the sign shall not exceed three-tenths foot candles greater than the ambient light level and shall change according to the ambient light level at all times of the night or day.
   (C)   Menu board signs. A property requesting a permitted or conditional non-residential use which has one or more drive thru lanes and where the proceeds from serving foods and beverages represent 75% or more of their gross receipt shall be permitted menu board signs subject to the following requirements:
      (1)   No more than one menu board sign shall be displayed per drive thru lane. No more than two total menu board signs shall be displayed.
      (2)   The total display area of a menu board sign shall not exceed 36 square feet.
      (3)   The height of a menu board sign shall not exceed seven feet.
      (4)   Menu board signs shall be located no less than 15 feet from any property line or public right-of-way.
      (5)   Menu board signs may be electronic messaging display, EMD, or changeable copy signs. Such signs shall only display menu items with no other advertisement and the content of such sign shall only change once in any 24 hour period.
   (D)   Fuel price signs. A property requesting a permitted or conditional non-residential use which is a business selling fuel as their primary or co-primary product shall be permitted one freestanding sign displaying the fuel price and is subject to the following requirements:
      (1)   The display area per sign face shall not exceed 24 square feet when the sign is located ten feet from the public right-of-way. For each additional one foot setback from the public right-of-way, an additional two square feet per sign face shall be permitted, up to a maximum of 142 square feet per sign face.
      (2)   A freestanding fuel price sign shall have no more than two faces.
      (3)   The height of the freestanding fuel price sign shall not exceed six feet when the sign is located ten feet from the primary frontage street right-of-way line. For each additional two feet setback an additional one foot in height will be permitted for a freestanding fuel price sign up to a maximum of 12 feet high.
      (4)   A freestanding fuel price sign shall be located no less than ten feet from any property line or public right-of-way and shall be located no less than 30 feet from a residentially zoned property.
      (5)   A freestanding fuel price sign shall have a base consistent with the primary building material.
      (6)   The base of a freestanding fuel price sign shall be solid without any gaps and shall be completely flush against the adjacent grade and the supported sign.
      (7)   Fuel prices may be displayed with an electronic message display or changeable display sign with the maximum display area at 50% of the total signage. The sign shall only display fuel sale price with no other advertisement and be a static price with no movement or animation.
      (8)   Intensity of light: The maximum luminance produced by the sign shall not exceed three-tenths foot candles greater than the ambient light level.
   (E)   Residential development signs. Single-family and multi-family residential developments shall be permitted residential development signs subject to the following requirements:
      (1)   Each entrance to a residential development shall have no more than two residential development signs.
      (2)   A residential development sign shall have a total display area not exceeding 32 square feet and shall have a height not exceeding six feet.
      (3)   A residential development sign shall not obscure any public or private road access visibility.
      (4)   A residential development sign shall have a base constructed of brick or stone. A residential development sign base shall be solid without any gaps and shall be completely flush against the adjacent grade and the supported sign.
      (5)   For the purpose of this chapter, single-family and multi-family residential developments shall include single-family subdivisions of ten or more properties, multi-family developments with ten or more structures or multi-family development with 20 or more units encompassing common architectural and development standards.
   (F)   In an R2B Residential Zoned District a freestanding sign shall not exceed six feet in height, be a maximum of five feet in width, and shall not exceed 15 square feet in area.
