For the purposes of this subchapter, the following definitions shall apply:
ANIMATED SIGN. A sign depicting action, motion, light or color changes simulating movement through electrical or mechanical means. This is different from an electronic message display.
AWNING SIGN. A sign that is attached to an awning, canopy, or other fabric that serves as a protective cover or shelter as well as a sign.
BANNER. A sign made of any non-rigid material with no framework that stretches between two or more supports.
BENCH SIGN. Any sign painted on or attached to any surface of a bench or chair in a public location.
BILLBOARD. A freestanding or building mounted structure with a large surface on which changeable signage is posted.
CENTRAL DOWNTOWN BUSINESS DISTRICT. An area of downtown Logan previously delineated as the four Downtown Redevelopment Districts (DRD). See map, attached to Ordinance No. 66-2020, as addendum A.
CHANGEABLE COPY SIGN. A sign or portion thereof with characters, letters, or illustrations that can be changed or rearranged by mechanical, electrical, or manual means without altering the face or structure of the sign.
CONDITIONAL USE. In special circumstances as determined by the office of the Logan Service Director a permit may be allowed with conditions attached.
ELECTRONIC MESSAGE DISPLAY. A sign or portion of a sign that uses changing or fading lights to form a message or messages as text or pictures using electronics to program or modify.
EVENT SIGN. A temporary sign posted to advertise an event sponsored by a community organization.
FASCIA SIGN. A sign attached to a building higher than the entrance.
FLAG. A piece of cloth or similar material usually attached to a pole or rope.
FLASHING SIGN. A sign that is illuminated intermittently on and off with varying intensity to appear to flash or blink.
FREESTANDING SIGN. A sign that is not attached to a building.
GROUND SIGN. A freestanding sign that has a visible support structure.
INFLATABLE DEVICE. A device inflated by variable cold air of flexible shape attached to the ground or a structure.
INSTRUCTIONAL SIGN. A small sign used to direct traffic flow for wayfinding.
INTERNALLY ILLUMINATED SIGN. A sign that has a light source within the sign so that the source is not visible to the eye.
LUMINANCE. An objective measurement of the brightness of illumination as measures in candles per square foot (cd/ft2).
MARQUEE SIGN. A sign mounted on a permanent structural canopy. This sign may be lighted.
MONUMENT SIGN. A sign that is a freestanding ground sign without an exposed pole or pylon and is attached to the base for at least 66% of the entire width of the sign.
MURAL SIGN. A sign painted directly on the surface of a building.
PYLON SIGN. A freestanding sign usually on one or two poles whereby the sign portion is elevated. Sometimes referred to as a high-rise sign.
PROJECTING SIGN. A sign that is supported from a structure or pole and is perpendicular to the surface of their support.
ROOF SIGN. Any sign partially or fully erected on, against, or over the roof of a structure.
REAL ESTATE SIGN. A sign advertising the real property upon which the sign is located for rent, lease, or sale providing it includes the name of the listing company and/or its agent.
ROTATING SIGN. A sign or portion of a sign that mechanically revolves around an axis or appears to rotate.
SIDEWALK SIGN. A temporary movable freestanding sign used on a sidewalk outside a business usually only during business hours.
SNIPE SIGN. A temporary or permanent sign attached to a tree, pole, stake, fence or other similar objects.
SPECIAL EVENT SIGN. Signs used to present knowledge regarding some special event of community importance.
TEMPORARY SIGN. A sign intended to remain in use for a short period of time and which is not permanently affixed.
VEHICLE SIGN A sign that is permanently affixed to the body of a vehicle so that it is meant to be used as an advertisement and is visible from a public street for a period of more than 72 hours.
WALL SIGN. A sign attached to a building or structure other than a structure used exclusively to support the sign.
WAYFINDING SIGN. A municipal sign for the purpose of directing or facilitating vehicular or pedestrian traffic.
WINDOW SIGN. A sign or graphics displayed in, on, or behind a window or door.
