(A) The accumulation or storage of trash, junk vehicles, vehicle parts, rags, or any other debris defined as junk in the Ohio Revised Code in any district shall be a nuisance and shall be prohibited outside of an approved junk yard.
(B) The purpose of this section is to promote the health, safety and welfare of the residents of the city by eliminating environments for breeding of vermin, rodents, insects, and infestations.
