The Board may authorize the expansion of non-conforming uses of open space upon the land in ownership at the effective date of this chapter or the date of any amendments making a use nonconforming, provided that an extension is necessary and incidental to the existing properties, involves no structure or buildings, and meets all dimensional requirements. Non-conforming mobile home parks may not be expanded by increasing the existing number of licensed pads by more than 20%.
